Maricopa County Air Quality Department Dust Control Certification Class Registration

REGISTERING FOR DUST CONTROL CERTIFICATION CLASS TRAINING

If you are involved in dust-generating operations, such as construction/earthmoving or bulk material handling, you are subject to Rule 310 and may need dust control training.

If your work involves rock and mineral processing, such as crushing, mechanized screening, or manufacturing or bagging of products such as asphalt or concrete, you are subject to Rule 316 and may need dust control training.

Newly hired employees will be granted 60 days from their date of hire to complete training and attain the applicable certification.

Step One: Determine if you need to take the Rule 310 Basic, Rule 310 Comprehensive, Rule 316 Basic, or Rule 316 Comprehensive training class.  If you already know which class you need to take, proceed to step two.

Rule 310 Basic

When the site/facility is subject to Rule 310, the Rule 310 Basic course is the minimum requirement for the following individuals:

  • Water Truck and Water-Pull Drivers (including subcontractors)
  • Block Permit Holders of sites with total disturbed area greater than one acre but less than five acres
  • Site Superintendents or Plant Managers and Foremen of sites with total disturbed area greater than one acre but less than five acres

This class is available in English or Spanish

If a site/facility is subject to both Rule 310 and Rule 316, the individuals listed above will need to take the Rule 316 Basic class.

Rule 310 Comprehensive

When the site/facility is subject to Rule 310, and the total disturbed area is at least five acres, the Rule 310 Comprehensive course is the minimum requirement for the following individuals:

  • Dust Control Coordinators or Technicians

If a site/facility is subject to both Rule 310 and Rule 316, the individuals listed above will need to take the Rule 316 Comprehensive class.

Rule 316 Basic

When the site/facility is subject to Rule 316, this course is the minimum requirement for the following individuals:

  • Water Truck and Water-Pull Drivers (including subcontractors)
  • Site Superintendents or Plant Managers and Foremen

Rule 316 Comprehensive

When the site/facility is subject to Rule 316 and the total disturbed area is at least five acres, or has the capacity to produce at least 25 tons of material per hour, the Rule 316 Comprehensive course is the minimum requirement for the following individuals:

  • Fugitive Dust Control Technicians

Dust control coordinators/technicians subject to Rule 316 must also be certified to determine opacity of visible emissions according to EPA Method 9. (See Smoke School for certification options.) 

Step 2: Review the Learning Cart Registration Instructions to create a user account, register and purchase a dust control training course.

A dust training certification identification card will be issued by the Maricopa County Air Quality Department upon completion of your dust control certification class training. The card must always be carried by the certified individual while on site.

REGISTERING MULTIPLE TRAININGS FOR FACILITY STAFF

Customers can purchase and pre-pay for multiple training credits for any available dust control certification class. These are pre-paid single use training credits which can be distributed to company employees or other industry professionals to assist with the registration of the dust control training classes.

SUBCONTRACTORS

If you are a subcontractor who drives on unpaved haul roads or access roads at a site that requires a dust permit, you must be registered as a subcontractor with the Maricopa County Air Quality Department. (See Subcontractor Registration to register.)

RECERTIFICATION

All dust control certifications are valid for three years from the date of issue. Classes often fill quickly, so be sure to register well in advance of the expiration of your certification.
